Law No. VIII-500 (Art. 5) states that ‘a domesticated animal is an animal kept to satisfy aesthetic and companionship needs.’ The legal classification of animals as objects, combined with an irresponsible societal attitude, becomes a cause of overcrowded shelters.
The State Food and Veterinary Service reports that on October 7, 2025, following an inspection of the premises of the public institution “Penkta koja,” 14 dogs kept in cruel conditions were removed: the animals were confined in cages that were too small, and some were unable to turn around or fully stretch their bodies.
The exhibition highlights not only the acute problem of overcrowded shelters, but also raises discussion about breeding facilities whose view of animals is limited solely to business. The exhibition also addresses the fate of dogs that have ended up in war zones.
